Orunodoi 3.0 Assam 2025 : The Assam Government has rolled out the upgraded version of its flagship welfare scheme – Orunodoi 3.0, also known as ‘One Ration Card – One Orunodoi’. This is one of the largest Direct Benefit Transfer (DBT) programmes in the state, designed to support economically weaker households, especially women.
On 1st August 2025, Chief Minister Dr. Himanta Biswa Sarma officially announced that 38 lakh families will be included under Orunodoi 3.0. Unlike earlier phases, this time there will be no separate PDF list of beneficiaries published online. Instead, every selected beneficiary will directly receive a letter from the Chief Minister, delivered by Panchayat representatives or Deputy Commissioner’s office staff.

Orunodoi 3.0 First Payment Date
The people of Assam have been eagerly waiting for the first installment of the Orunodoi 3.0 scheme. At first, Chief Minister Himanta Biswa Sarma announced that the payment would be released on 17th September 2025.
Later, the date was shifted, and the government informed that the money would be credited on 25th September 2025. Beneficiaries were once again ready to receive the benefit on this new date.
But due to the sudden and untimely demise of Assam’s beloved singer Zubeen Garg, the government decided not to release the installment on 25th September. The Chief Minister then mentioned that a fresh date would soon be announced.
Finally, on 27th September 2025, CM Himanta Biswa Sarma took to X (Twitter) to officially declare that the first payment under Orunodoi 3.0 will be released on 7th October 2025 at 10:30 AM .
Beneficiaries can now expect their long-awaited support to be credited on this newly confirmed date.
Benefits of Orunodoi 3.0
- From 7th October 2025: Each household will receive ₹1250 per month directly into their bank account.
- From January 2026: Beneficiaries will also get ₹250 LPG subsidy under the new Mukhyamantri Sulabh Indhan Asoni.
- Total Amount (Jan 2026 onwards): ₹1500 per month (₹1250 + ₹250 LPG subsidy).
Who Can Apply or Get Selected
- Permanent residents of Assam.
- Valid Aadhaar-seeded Ration Card holders.
- Adult woman (18+ years) from a household.
- Widows, unmarried women (45+), divorced, deserted, or transgender individuals.
- Divyangjan individuals (any gender).
- Women suffering from HIV, Thalassemia, Haemophilia, Cerebral Palsy, Leprosy, or Autism.
- Women without shelter, destitute, or living on alms.
- Antyodaya Anna Yojana (AAY) woman beneficiaries.
Who Cannot Apply
- Households of MPs, MLAs, CEMs, EMs, or their ex-counterparts.
- Members of Panchayati Raj, Urban Local Bodies, and Autonomous Councils.
- Professionals like doctors, engineers, architects, CAs, lawyers, bankers, teachers, govt. employees, or pensioners.
- Government contractors, builders, industrialists, businessmen, income tax payers, and trade license holders.
- Households owning motorized four-wheelers.
- Non-marginal landholders.
- Beneficiaries of similar cash schemes like ‘Orunodoi Plus’.
- Families with income exceeding NFSA limits.
